In Gujarat, the initiative to develop and test social accountability tools continues on social security schemes. Since the month of July 2012, a regular exercise for community based assessment of services and schemes in all the demonstration villages through use of questionnaire and social maps is being initiated. During the reporting period 156 persons were helped to access the benefits of livelihood promotion scheme – Manav Kalyan Yojna. 3 widows were helped to access the pension schemes. 13 forms of widow pension are filled and 18 persons with disabilities are being supported for certificate and 134 persons have been identified for pension schemes. The initiative also aims to promote and strengthen social accountability practices through mentoring, documenting and sharing grassroot initiatives. In this context, meetings were organised with various organisations. Support is also being provided to Gujarat Ecology Commission, Gandhinagar to develop social audit methodologies and tools in their area and capacity building of Social audit committees in their villages. The sixth and seventh edition of Lok Vacha Bulletin has been published. These issues of Lok Vacha covered information of 13th finance commission, PESA Act, and different government schemes. |

Under the Social Audit and Grievance Redressal project supported by the Rural Development Department for MGNREGS in Gujarat, a Social Audit Campaign (April 20 – May 20, 2012) was organsied by the government for the work done during October 2011 – March 2012. Before the campaign, a total of 1210 (out of 1580) TRG members (Taluka Resource Group) were trained to effectively facilitate the social audit gram sabhas. As per government records, 12,523 out of 14,255 panchayats were covered during the campaign. We were able to observe a total of 306 gram sabhas, in which 301 issues were identified. To demonstrate social audit gram sabhas and to build the capacities of concerned stakeholders, a total of 21 ODOP (One District One Panchayat) gram sabhas were organised during the reporting period. A total of 117 grievances were registered during the reporting period. Till July 30, 2012, a total of 1037 grievances have been registered through telephone helpline from which 732 have been redressed. While till June 30, 2012, a total of 2004 grievances of registered through DLMs from which 1456 have been redressed. |

In Rajasthan, initiatives seeking to facilitate community learning on use of social accountability tools started in five urban (slums of Jodhpur city) and five rural locations of western Rajasthan with a baseline survey. Collectives formed have started monitoring access and quality of some social security, anganwadi and primary school services. 57 households have been linked to relevant social security schemes. |
